It is not really a bulk way to do this outside of using the same tools that WordPress comes with standard. That is the Categories and the Permalink structures.

We’ve done this too, with a slightly different approach. Instead of trying to convince them to hire you for classic SEO or having to deal with the small scale local business themselves, we pitch it as a value up-sell corporate can use for their current/potential franchisees
