Keep us informed on how this pans out for you. I have 22 local SEO clients under my belt, and the only guy that got hit had a lack of word count on his ranking page. Scenario A:
PBN site links to yourpage.com twice.
Each link gets the same amount of link juice, but only the first anchor is considered.
By same amount of link juice, lets say the PBN site has 10 links and you’ve sent 2 to yourpage.com, then it will get 20% of the PBN site’s link juice.

Just to add, one of the biggest points to look at when it comes to local SEO is comparing yourself with the other sites in the top 10, especially when it comes to the # of links to the homepage.
