This site just targets a single city, so no idea what the populations would be for the suburbs within it.

And again because the kw’s I’m tracking generally include geo locations, the google numbers are fairly hit and miss.

The goal is going wide on kw’s to make up for the low volume for each kw.

I would go ahead with some onsite optimization first.  It is the safest way to increase the rankings with slight tweaks.
