You can use almost any url shortner, however you really want to make sure that you use one of the bigger ones. Reason being is that bit.ly, for instance, has over 2 BILLION, new urls created a day. Google does not even see it as a blip on the radar, but I encourage to go out and explore and test.

I pitch $999 for the first state and $500 for each additional state and $5000 for a national at month to month (no lease).
The national for $2999 on a 6 month to 1 year lease.
