Web 2.0s, a few quality Bookmarks , articles, 2.0 profiles, blog comments, all dofollow and PR3+ if possible, trying not to repeat on the same sites (Ip). I add 2-10 per day depending on site.
I try to never use the same anchor text but only closely related terms.
This is assuming you have already built brand and brand+keyword links.

Go for the PBN.
If your looking for something to build links, take the time to learn GSA its a one time investment. To the skilled tools are useful but to the unskilled they can become a weapon of mass destruction.
