I did same with Magic Submitter. I find it cheaper to 3rd party link-building then to pay someone to use it. Learning curve takes you digging in but the author is pretty helpful.

I use Mass Page Creator.. http://MassPageCreator.com. A little bit of a steep learning curve but OMG powerful. It ain’t cheap!! Offers automated spinning, re-spinning and re-posting automated, up to 9 variables, All tags, etc.

Looking at some of the sites that were done for Source Landlord. It appears the cities appear only once, but use first zip code from database for each city.. This is usually a PO Box zip code that no one lives in.. Just an observation..
