For example, I want to use SS to build the multiple locations, then use IA to get the site ranked and then after ranking, turn on DA.  Are these the steps I should to make my DA sites? This is the case with buying (outsourcing) back-links. Be careful who you use, they may be spammers or provide spammy back-links (there are a lot of them on Fiverrs).
